A great many people treat the CRE and the JRE as the same thing, and end up missing an application window or preparing in the wrong direction. The names are similar and both are run by the Civil Service Bureau, but they do entirely different jobs: one decides whether you are eligible to apply at all, the other decides whether you reach the interview.

The CRE proves you are eligible to apply; the JRE decides whether you reach the interview.
That sentence covers the most fundamental difference. The CRE is a threshold — clear it and you hold a ticket to apply for degree-level posts, but it brings you no post by itself. The JRE is the actual competition: everyone in the hall has already cleared the threshold, and what is being compared from there is who writes better.
If applying to the civil service were a sporting event, the CRE would be the eligibility check — meet the standard and you are in, with no cap on numbers. The JRE is the event itself, and only those who finish near the front go through to the next round.
| CRE (Common Recruitment Examination) | JRE (Joint Recruitment Examination) | |
|---|---|---|
| Nature | Benchmark qualifying test | Competitive selection assessment |
| Question type | Multiple choice | Extended writing |
| Papers | Use of English, Use of Chinese, Aptitude Test | One Chinese and one English question, three hours in total |
| Pass standard | Published grades (Level 1 / Level 2) | No published pass mark |
| Validity of results | Permanent | That recruitment exercise only |
| Frequency | Several times a year | Once a year |
| Function | Establishes eligibility | Decides whether you are interviewed |
| Posts covered | General degree and professional grade posts | Five officer grades including AO and EO |
| Exemptions | Language papers may be exempted on public examination results | None |
The CRE — Common Recruitment Examination — consists of three papers:
To apply for officer grades such as AO and EO, you need Level 2 in both language papers and a pass in the Aptitude Test. Requirements differ between posts — some require only Level 1 in the language papers — so take the actual requirement from the recruitment advertisement.
If your language results in a recognised public examination reach the specified standard, you may be exempted from the corresponding CRE language paper. Commonly accepted qualifications include specified grades in Chinese or English in the Hong Kong Diploma of Secondary Education, and certain internationally recognised English proficiency tests.
Note, though, that there is no exemption of any kind from the Aptitude Test. However high your qualifications or however strong your public examination results, you sit that paper yourself. Applicants with overseas qualifications in particular tend to overlook this.
Once obtained, CRE results stay with you. That means you can get the CRE out of the way while still at university or between jobs, and then apply the moment a post you want opens, without having to deal with this stage again.
The JRE — Joint Recruitment Examination — is held once a year, normally in late November or early December, and covers five degree-level officer grades at the same time.
The CRE is multiple choice: answers are right or wrong. The JRE is writing, with no model answer — what is assessed is how you analyse an issue, what you choose to prioritise, and how you persuade the marker.
The structure is three hours and two questions, one in each language. Question one is an English case analysis; question two is a Chinese policy argument. Both must be completed to be considered for the second round of selection.
This is the biggest psychological difference from the CRE. The CRE gives you a clear target: reach Level 2 and you are done. The JRE has no such line, only relative standing. On figures the Civil Service Bureau has submitted to the Legislative Council, only around 20 to 30 per cent of candidates pass and are offered an interview.
What that means in practice: finishing the paper is not enough. You have to write better than most of the room.
JRE results apply only to that recruitment exercise. If you are not appointed this year and want to try again next year, you must submit a fresh application and sit the JRE again. This is the exact opposite of the CRE's permanent validity, and it is why a number of candidates sit the JRE more than once.
Logically the CRE comes before the JRE. In practice there is an arrangement many people do not know about.
If you do not yet hold CRE results during the JRE application period, you may still submit your application. The Civil Service Bureau will arrange for you to sit the CRE within the application period, and your JRE result is processed once you hold the required CRE results.
In other words, not having CRE results is not a barrier to applying — it is a precondition for your result being processed. Every year people lose an entire cycle to the belief that they cannot apply before sitting the CRE.
The safer course is still to get the CRE done early, for a practical reason: if you compress the CRE and the JRE into the same autumn — CRE in October, JRE in late November — preparation time becomes very tight, and if the CRE goes wrong, however well you write in the JRE it counts for nothing.
The CRE is a qualifying test and brings no post with it. After passing, you still have to apply for a specific post and get through that post's selection process. For the officer grades, that process is the JRE plus an interview.
The two have almost no overlap. The CRE rewards drilling question types and becoming fluent in language rules and logical reasoning. The JRE rewards accumulated policy knowledge, trained argument structure, and practice at writing against the clock. Preparing for the JRE the way you prepared for the CRE points you in entirely the wrong direction.
Language is only one of four assessment dimensions. The JRE cares more about whether you identify the key issues, propose workable measures, and answer the opposing view. A fluent but thin script does not score well.
The official guidance notes specifically that candidates who merely repeat the content and wording of the background material without thinking will receive no marks. The emphasis is on analysis and on what you do with the material, not on expression for its own sake.
It does not. CRE results are permanently valid; being unsuccessful in the JRE means reapplying and resitting the JRE only. Understanding this takes a lot of the weight off a second attempt — there is only one stage to concentrate on.

Understanding the format is only the first step. The JRE tests what you can actually produce in three hours, and the only preparation that works is writing against the clock and having it marked. This site provides mock question banks across 10 policy areas, a timed online practice system, and paper-by-paper marking by a tutor.
