If you are aiming for Administrative Officer or Executive Officer, the JRE is the gate you have to get through. This guide pulls together what is otherwise scattered across official notices, recruitment advertisements and hearsay — eligibility, application, paper format and pass rate, all in one place.
AO(Administrative Officer) |
EO II(Executive Officer II) |
ALO II(Assistant Labour Officer II) |
ATO II(Assistant Trade Officer II) |
MSO II(Management Services Officer II) |
| CRE | JRE | |
|---|---|---|

JRE stands for Joint Recruitment Examination. It is a single written examination the Hong Kong Government uses to recruit for several degree-level officer grades at once, held once a year, normally in late November or early December.
The fastest way to understand what kind of examination it is, is to set it beside the CRE. The CRE is a qualifying test; the JRE is a selection examination. The CRE tells the Government whether you are eligible to apply at all. The JRE decides whether you are worth inviting to interview. The first has published pass grades; the second has no published pass mark — you are not competing against a line on a scale, you are competing against the other people in the hall.
The JRE is a three-hour written paper with two questions, one in English and one in Chinese, testing analysis and drafting ability. It is administered by the Civil Service Bureau and has no published pass mark.
One sitting of the JRE can be used to apply for several grades at the same time — that is what "joint" means. Recent years have covered:
| Grade | Abbreviation |
|---|---|
| Administrative Officer | AO |
| Executive Officer II | EO II |
| Assistant Labour Officer II | ALO II |
| Assistant Trade Officer II | ATO II |
| Management Services Officer II | MSO II |
The list is adjusted from year to year — some years have also included Transport Officer II. Always take the grades actually covered from that year's recruitment advertisement rather than assuming the list repeats.
It is worth knowing that competition differs enormously between these grades. Administrative Officer is by common consent the most intense: applicants number in the thousands each year against a small number of appointments. Executive Officer has comparatively more vacancies. You may express interest in several grades in one application, which turns a single examination into several chances.
This is the part most often misunderstood. There are four requirements in full:
Many people believe you must finish the CRE before you can apply for the JRE. That is not correct. If you do not yet hold CRE results when you apply, you may still submit your application for a JRE grade, and the Civil Service Bureau will arrange for you to sit the CRE within the application period. Your JRE result is processed once you hold the required CRE results.
Separately, if your language results in a recognised public examination reach the specified standard, you may be exempted from the corresponding CRE language paper. But there is no exemption from the Aptitude Test — everyone sits it.
The rhythm of recent years has been fairly settled: applications open in mid-September, close in early October, and the examination is held in late November. For the 2025/26 exercise, applications opened on 13 September, closed in early October, and the examination was held on 29 November.
There is only one route for applying: the online application system on the Civil Service Bureau website. Applications by post, fax or email are not processed.
One practical note: the system gets very busy in the last few days, and every year people are caught by congestion when they leave it to the final hours. If your materials are ready, submitting a week early is the safer choice.
The official description here is clear, and each element repays attention.
Three hours. One question in Chinese and one in English, each with background material supplied. You decide how to split your time between them, but you must complete both questions to be considered for the next round of selection. Abandoning one question means abandoning the whole examination.
The question sets up a fictional city — the official sample uses the City of Jade — and you are usually cast as a policy officer in some department, asked to write a discussion paper or a set of recommendations on an issue. Background material is provided for reference.
The official guidance contains one critically important line: candidates are expected to understand the issue fully, analyse it independently, and put forward practical and creative proposals; no marks will be awarded for unthinking repetition of the content and wording of the background material.
That line is worth copying out and pinning above your desk. It means that paraphrasing the background paragraphs and handing that in scores zero — and under time pressure that is exactly the mistake most candidates make, because restating is so much easier than thinking.
This question concerns a social or policy issue in Hong Kong. You are asked to set out your own view and support your position with reasons. There is usually far less background material than in question one; what is being tested is what you already know about local affairs and policy.
A published sample question used "dai pai dong culture" as its subject, asking candidates to analyse the merits and drawbacks of a proposal, state support or opposition, and then make recommendations or propose an alternative consistent with that position. The structure tells you something important: this kind of question does not accept a fence-sitting answer. You have to take a side.
The two questions carry equal weight, but the English question comes with more material and takes longer to read. A common split is roughly 100 minutes on question one, 70 on question two, and the last 10 for checking. The usual failure is getting absorbed in the English question and leaving yourself thirty rushed minutes for the Chinese one.
On the figures the Civil Service Bureau has submitted to the Legislative Council, only around 20 to 30 per cent of candidates pass the JRE and reach the interview round.
That number needs the right context. Everyone sitting in a JRE hall has already passed the CRE, holds a degree and has passed the Basic Law test — your competitors are, by construction, people with much the same credentials as you. Eliminating seven or eight in ten of that group tells you how demanding the marking is.
And this is only the written stage. Beyond the JRE comes the selection interview, and fewer still are appointed.
Here the JRE is the exact opposite of the CRE, which catches a lot of people out.
| CRE | JRE | |
|---|---|---|
| Validity of results | Permanent | That recruitment exercise only |
| If unsuccessful | No need to resit | Must reapply and resit the following year |
In practice: if you are unsuccessful this year and want to try again next year, you must submit a fresh application and sit the JRE again. Your CRE results, by contrast, stay with you and never need retaking.
Starting from zero, with the next JRE as your target, the path looks roughly like this:
| When | What to do |
|---|---|
| Any time of year | Sit the CRE (three papers) and the Basic Law and National Security Law Test |
| Around mid-September | Online applications open for JRE grades |
| Around early October | Applications close (candidates without CRE results sit it during this period) |
| Late November to early December | JRE, held in Hong Kong and seven overseas cities simultaneously |
| First half of the following year | Results released; high scorers invited to selection interview (held in Hong Kong only) |
The overseas centres are Beijing, Shanghai, London, New York, Toronto, Vancouver and Sydney. But note the asymmetry: you can sit the written paper overseas, but the interview is held only in Hong Kong. If you are abroad, budget the time and cost of returning.

Understanding the format is only the first step. The JRE tests what you can actually produce in three hours, and the only preparation that works is writing against the clock and having it marked. This site provides mock question banks across 10 policy areas, a timed online practice system, and paper-by-paper marking by a tutor.
